Request for Proposals: Nagarik Niti Platform

Open Knowledge Foundation Nepal (OKF Nepal) invites qualified agencies and firms to submit proposals to design, build, and hand over the Nagarik Niti platform. Nagarik Niti is a bilingual (Nepali and English) civic technology platform that makes Nepal's federal legislative process easier to follow and take part in.

About the Platform

Nagarik Niti tracks federal bills and ordinances, provides plain-language summaries, shows how bills connect to existing law, and gathers structured citizen input for submission to government bodies. It is an information tool, not an advocacy tool.

Scope of Work

The selected firm will design, develop, test, deploy, and hand over the platform, with documentation and staff training. The platform has four core components:

  • Policy Tracker: a searchable list of federal bills and ordinances, with a status timeline, versions, and source documents for each.
  • AI-Assisted Summary Engine: bilingual plain-language summaries, published only after review by two independent validators, with open corrections.
  • Legal Reference Mapping: links each bill to the existing laws and provisions it amends, repeals, or refers to.
  • Structured Input Tool: guided citizen input on specific provisions, aggregated into Citizen Reports for committees and ministries.

The work also covers user accounts and email alerts, an administrator and editorial interface, an analytics dashboard, and two months of post-launch support. The platform must be mobile-first, work fully in Nepali and English, and must not depend on a single AI vendor.

Who Can Apply

  • Firms legally registered in Nepal with valid tax registration.
  • A team that includes, at minimum, a project lead with more than five years of relevant experience, a software developer experienced in the proposed stack, a UI/UX designer, and a quality assurance or testing lead.
  • Experience with civic tech, legal or document-based data, or Nepali-language interfaces is an advantage.

How to Apply

Submit two separate PDF files:

  • Technical proposal (no more than 8 pages, excluding CVs): your understanding of the assignment, proposed approach, methodology and technology, work plan and timeline, team composition with short CVs (no more than 2 pages each) attached, and relevant experience.
  • Financial proposal: a total fixed price in NPR inclusive of all taxes, broken down by deliverable, with separately priced options for any desirable items and the expected monthly hosting cost after launch.
