Integrated Data Management System for Local Government

The "Integrated Data Management System (IDMS) for Local Government: Phase IV Final Report" details the successful expansion of IDMS across five Nepalese municipalities: Birgunj, Tulsipur, Janakpurdham, Lekbeshi, and Suddhodhan. Phase IV focused on enhancing data quality, developing use cases, creating data stories, and building institutional capacity for sustainable, data-driven governance. Key activities included deploying LG Data Fellows, conducting data audits, integrating IDMS with municipal websites, and fostering stakeholder engagement through training and events. The project improved data management, increased institutional capacity, and promoted evidence-based decision-making, with recommendations for technical enhancements, advanced training, and a tiered expansion strategy to ensure long-term sustainability.

Key Insights

  • Strategic Expansion: IDMS was scaled to five municipalities representing various urban and rural types, proving its adaptability. Tailored features, like JAMS integration in Suddhodhan, ensured relevance across contexts.
  • Data Quality Focus: Data audits and FAIR-aligned checklists tackled issues such as incomplete datasets and language inconsistencies, improving data reliability and usability in governance.
  • Capacity Building: Structured training programs for Local Government Data Fellows included data analysis, visualization, and storytelling. This, coupled with mentorship, cultivated a data-centric culture in municipal operations.
  • Stakeholder Engagement: Interdepartmental working groups and tools like WhatsApp improved collaboration. Public data stories shared online increased both civic and official engagement with IDMS.
  • System Enhancements: User-centered updates—like improved dashboards, data previews, and localized manuals—boosted IDMS usability and accessibility.
  • Data Storytelling Impact: Weekly thematic stories on sectors such as health and education made data accessible for non-experts and spurred informed policy discussions.
  • Federal Coordination: Coordination with national bodies like the National Statistics Office and MoFAGA aligned IDMS with federal governance priorities, supporting long-term scalability.
  • Sustainability Challenges: Long-term success depends on robust municipal data governance policies, budgeting, and strategies to manage staff transitions effectively.
  • Technical Learnings: Foundational elements like initial quality standards, a Nepali-language interface, and iterative updates based on feedback were crucial for adoption and system reliability.
  • Expansion Potential: A modular, tiered rollout strategy—supported by regional tech hubs and peer-learning events—could help scale IDMS across all 753 municipalities in Nepal.
